Primarily InterServices Intelligence. This composes of personnel who belong to one party or other.Depending on who comes to power, particular group becomes active and powerful. Also there are moderate Muslims and hard liners. This is another mix. There is another group which wants the Army to control the country.
Hardline fundamentalists have a field day by projecting themselves as Martyrs of Islam. They command the loyalty of a section of Politicians.
Politicians have time only to be corrupt and wheeling and dealing; they will take any line to bring them to power.
To this medley is Pakistan’s strategic location and its proximity to China. West and US play a part in stirring the cauldron.Any or all the elements combine with any or all of the other groups.Depending on expediency and their writ runs.
The calyst and eventually the controlling force is terrorists. They are not a separate class. Any of the groups or a combiantion of the groups, control Pakistan, aided and abetted by the terrorists.
In effect, no body, least of all Pakistanis, know who is controlling Pakistan.

Corruption in Education-India
This may be news to media. All affiliations are done for a consideration from the concerned authorities right from granting permission to start a school, colleges for normal courses or Engg. /medical colleges. The moment you file an application to start an educational institution, you are asked to pay an amount which varies from RS. 5 lakhs for a school to minimum 25 lakhs for a Teachers Training college and the amount for professional colleges is quite high.Either the clerk you submit application to directly demands or you get a call, in many cases from the Education Minister’s PA.AICTE also demands the same, despite their morlistic ads not to pay. Teachers Training colleges have dual control.AICTE rule says that if you do nor receive adverse communication from AICTE within 30 days you can go ahead and start the institution. The catch is the concerned state should give NOC to start the same .TN does not give the certificate stating that they are short of people to inspect the premises(!)( fact is the State has a tug of of war with AICTE as to who is bigger and the state has gone to court and some confusing judgmets, one stating AICTE is the sole authority;another the state can grant permission). If you start when you do not receive adverse report from AICTE, the state will immediately declare the instituion as as NOT Recognised. If you pay up both of them keep quiet. Why don’t you conduct a sting on this? You will find that what you have unearthed is not news at all in comparison.

Teachers- Do they Need Education Degrees?
“In a Room for Debate forum in June on the value of liberal arts master’s degrees, one group of readers — teachers and education administrators — generally agreed a higher degree was well worth the investment. They pointed out that pay and promotion in public schools were tied to the accumulation of such credentials and credits, specifically from colleges of education.
But current teacher training has a large chorus of critics, including prominent professors in education schools themselves. For example, the director of teacher education at the Harvard Graduate School of Education, Katherine Merseth, told a conference in March that of the nation’s 1,300 graduate teacher training programs, only about 100 were doing a competent job and “the others could be shut down tomorrow.” And Obama administration officials support a shift away from using master’s degrees for pay raises, and a shift toward compensating teachers based on children’s performance.”
NYT 16/09/09It is one thing to be proficient academically ,which certifies that you know your subject.Teaching involves, not only your understanding of the subject but your ability to transfer that knowledge to others.Hence, mere academic qualification alone will not do.Other para meters are.
1.Communication skills
2.Planning the class.
3.Understanding of teaching methodologies and implementing them
4.Interactive teaching
5.Personal interest in students.
6.Regular updating of knowledge on the subject.
7.Adoption of different methodologies of teaching to students of different caliber in the same class.
8.Regular follow up of students.
9.Personal counseling for each student academic and non academic.
Teaching is not a profession;but a vocation that calls for dedication, commitment and a passion to impart knowledge and a love for children.

Managing Water Resources.
Better irrigation techniques, including drip irrigation system developed by Israel has to be adopted.
Major area of concern is the high rise apartments in urban areas where they use water in enormous quantity( where there was one house previously has, now more than 48 to 50 house holds). They drill even 200 feet in metros to get water, as water table has gone down. This has to be checked.
Granting permission for multinational soft drinks companies has also contributed for water level being depleted. To augment ground water resources, rain water harvesting has to be encouraged, tanks in every village must be destilted and cleaned, delta regions of rivers must be deepened, sand quarrying from riverbeds must be checked.
Check dams need to be built to preserve water from rivers, as the water goes awaste into the sea.
For drinking water in metros where ever feasible ocean water must be made potable by reverse osmosis process.
