The said document has reference o the fact that the TRAI has recommended ‘level playing field for the new entrants, thus implying old norms have to be discarded.
This nails the recent statement of TRAI that it has not said anything about new set of Rules to DoT or Finance Ministry.
The page could also contain information about the role of the then Finance Minister, P.Chidambaram.
Is this a leak organised by Pranab Mukherjee after ‘patch up’ with Chidambaram.

Hope CBI officer does not go missing as in the case of the officer who investigated Nagarvala case.
‘Last week, Chief Information Commissioner Wajahat Habibullah directed the concerned ministry to provide one of the witnesses of the Nagarwala case the transcripts of his testimony within the next 10 days.
‘The voice of Nagarwala has come back to haunt public memory 30 years after it fooled a chief cashier at State Bank of India to part with Rs 60 lakh.
Rustom Suhrab Nagarwala, an ex-army captain and intelligence officer, for reasons still unknown, called the bank’s Parliament Street branch on May 24, 1971. On the other end of the line was chief cashier Ved Prakash Malhotra, who heard the “voice of Prime Minister Indira Gandhi” instructing him to withdraw Rs 60 lakh and hand it over to a “Bangladeshi”. Times were tense, with India on the threshold of a war with Bangladesh. Malhotra did not cross-check before following the voice’s instructions. Alarm bells rang for Malhotra when he learnt of the impersonation at the PM’s residence, where he had gone to get a receipt for the sum withdrawn.’

( I distinctly remember that a CBI Officer who was investigating the case went missing.No reference is found in the net on this! Does any one have information on this?)
‘ CBI placed before the Supreme Court the Finance Ministry file on the issue of fixing the price of 2G spectrum in 2008 but it could not be taken on record and returned to the agency as some pages of the file were missing.
“Check the pages. Where are the running pages”? a bench of justices G S Singhvi and A K Ganguly said when it found that some pages were missing from the file.
After drawing the attention of the CBI counsel and senior advocate K K Venugopal, the bench returned the file asking the agency to take corrective measures.
However, during the brief perusal of the file, the bench said it was inherent in the note of the then Finance Seceretary D Subba Rao that a suggestion was taken from the Army on the issue of spectrum.
The court also took note that there was a document to suggest that telecom regulator TRAI has written to the Department of Telecommunication about creating a level-playing field for the new entrant in the sector so that the new comers do not face pay more….’
