Chile- Tsunami Video,Earthquake photos

Of what use are the institutions that should have warned people in advance and evacuated them?
Is the money invested is a waste or scientists are pretending more than they know about tsunami and earthquakes?
We seem to be in the same position of Cave dwellers as far as prediction of these phenomena are concerned.
Scientists-Can you predict these,yes or No?
