Because of their disposition and non attachment to things worldly, they were the the Perceptor ,Gurus of the Kings, who are normally Kshatiyas.
Sage Vasishta is the Raja Guru of Ikshvaku Dynasty, Dasaratha,Rama.
However at times they had taken over the reigns of running a Kingdom.

No, they were migrants, and I believe, were either mongloids or some other race, but definitely not brahmans.
The usage of word brahmin is wrong. Sankrit word brahman means ruler, emperor, or lords, though, now people say it means the truth etc, but these are wrong interpretation.
varma is a kshatriya, though, it could be possible that they might have been brahma kshatra, or war-lords. People with haritasa gotra are war-lords, who used to study under the tutelage of bhardwaja.
Bharadwaja gotra brahmins can declare themselves as lords, as per the laws of manu.

ram mohan roy was a bihari, bumihar.
You have exlcluded legendary king shashank, who started bengal’s new era. He defeated harsha, and created a powerful empire in eastern india.
Buddha was from afghan, not from magadh.
