The reason has been obliquely hinted, that nobody wants to have a Pakistani in the team , taking into consideration the situation prevailing over there.No cricketing reason whatsoever.
No doubt Pakistani players are exciting to watch.Then you can nor be sure whether they will take part in the competition as and when demanded by the franchisees for their country is in such a shape that their President does not know who is running the country or what will happen to Pakistan or himself.Under the circumstances, it is prudent on the part of the franchisees not to have bought any of them, for we are talking of investments and returns , not charity.
Added to this is the PCB’s propensity of recalling players, players in match fixing scandals, dope scandal.
Even if it were to be because of souring relations between the two countries,what is wrong in India treating these players as persona non grata?Let Pakistan understand their chaotic and region and world destroying policies have a price.

This is not about Modi alone, the people of India are not going to lose their sleep over the issue.
Pakistan based terrorism is not only about the terrorists. It is also about the state supporting these terrorists. The masterminds of the Mumbai killing are roaming free in Pakistan.
The arguments that politics and sports should not be mixed and that if the Pakistani cricketers are not allowed to play in India, terrorists will be the winners, simply does not hold water because the Pakistani state is firmly behind these terrorists.
The memories of Mumbai killing are still fresh in the minds of Indian people. IPI participants can not be so insensitive to have forgotten it so soon !
In order to come clean, Pakistan must punish the Mumbai killers. Everything else, including Cricket will follow later.
