    Do you know there is a 500 page report prepared by an inquiry committee headed by myself? When I placed the report in Parliament, have you heard any single Opposition leader give a notice for discussion?’

    ‘Why are they not demanding a discussion in Parliament on the report? They could have established that there was a scam. Today, a Parliament Committee report is as good as a Parliament report and this report says the 2G scam is no scam. Our government is suffering because of the media hype on these scams,’ Congress MP P C Chacko tells Rediff.com‘s Shobha Warrier.

    P C Chacko, the Congress MP from Thrissur, was the Chairman of the Joint Parliamentary Committee that probed the 2G scam.

    Taking time off from canvassing for the Lok Sabha election, Chacko, below, left, spoke to Rediff.com‘s Shobha Warrier over the telephone on various issues ranging from the 2G scam to forming the United Progressive Alliance 3.

    At a press conference you said the prime minister was responsible for the UPA getting a bad image as he never spoke to the media or tried to talk about the good things the UPA had done. Do you hold Dr Manmohan Singh solely responsible for the UPA’s bad image?

    No. In fact, my statement was only partially reported. I was explaining the UPA’s achievements in the last 10 years. Somebody asked me why our party was on the defensive. I said we could not sell our achievements properly.

    Then he asked me, whose failure is it? What I said was: From the prime minister to every member of our party, is responsible.

    Our achievements should have reached the people, and if we couldn’t do so, it is our failure.

    We were not communicative as we should have been, and it was a collective failure. I never blamed the prime minister.

    I also said, we would form the next government, UPA 3.

    You spoke of the UPA’s achievements. There were so many scams. Almost everyday, one scam or the other was being reported…

    Survey On Indian Paid Media.

     

    That “paid news” is a phenomenon that is deleterious to the credibility and independence of the media itself needs to be emphasized. Edelman, an independent public relations firm, in its 2010 Trust Barometer Survey (conducted in 22 countries worldwide, including India and six other countries in the Asia-Pacific region) stated that the Indian media has been losing its credibility and trust among the people. The study, which sampled 1,575 people in the 25-64 age group and 200 opinion leaders in India, noticed a sharp drop in trust over the past two years in television news in India. However, newspapers are ranked higher than other media in terms of credible news with people trusting newspapers more than any other medium: 38 per cent of the Indians polled trusted radio and television, while 40 per cent trusted news in newspapers. Over the past two years, trust in television news dropped sharply from 61 per cent to 36 per cent, that of business magazines has gone down from 72 per cent to 47 per cent, and that of newspapers has gone down from 61 per cent to 40 per cent. Trust in the media in India as a whole declined by 7 per cent (from 65 per cent in 2009 to 58 per cent in 2010). On the other hand, China has seen the trust in media go up from 59 per cent in 2009 to 63 per cent in 2010. However, in terms of overall trusted institutions in India, media has performed better than the government as an institution. Sixty-seven per cent of Indians trust business as an institution, followed by the Indian media in the second position, with 58 per cent Indians trusting it. Non-government organizations (NGOs) and the government are placed in third and fourth positions, respectively

    India’s media is one of the nation’s great glories, with 250 radio stations, 850 TV channels and 93,000 registered newspapers and magazines. It is one of the few countries in the world where newspaper readership is growing.

    But just how free is India’s free press? Shilpa Kannan investigates the growing concern over ‘paid media’, in which powerful business and political interests ensure they get favourable coverage. This takes many forms. Advertising content in newspapers is reprinted as straight news: politicians send the text of articles they want published directly to news outlets and pay cash fees for the privilege: or businessmen build cosy connections with media outlets. It is widely believed that many media outlets have ‘rate cards’, which outline the fees for positive coverage. Conflicts of interest abound: freelance journalists are frequently given fees for attracting advertising as well as reporting the news.

    There have been over 1,400 cases where the Election Commission detected alleged paid news in polls in 17 states over the last four years. Now the Indian parliament has been considering legislation which will outlaw the practice – although detecting and proving it is likely to be tough.

    Shilpa asks if the phenomenon is likely to be a threat to India’s democracy.:

Names of senior and celebrated journalists Barkha Dutt, Prabhu Chawla and Vir Sanghvi did crop up in this controversy but with media ethics of maintaining high journalistic standards lying in shreds, all of them continue to hold high positions even as the public trust in a partisan media erodes fast.     Paid Newspapers.

     

     

    The Tribune has always been a centrist newspaper covering the regions of North India such as Punjab, Haryana, Himachal Pradesh and J&K.

     

    The Pioneer is the second oldest English newspaper to be printed in India. It has always shown a pro-BJP, right wing.

     

    The statesman has always been a left wing, anti-establishment newspaper.

     

    The Hindu too has been open about its ideologies and doesn’t shy away from being declared an organized left newspaper

    .

    While The Indian Express now supports congress, The New Indian Express continues to support NDA and right wing ideologies.

     

    Hindustan Times.

    This newspaper is probably the worst case of partisan media. It can easily be mistaken for a Congress published newspaper as it has become nothing but a mouthpiece for Congress propaganda.

     

    The Times of India is the leading English language newspaper in India. It tries to present an image of being a nationalist newspaper but has not been able to shed it bias towards the UPA government, now and then.

    The Time group, whc Iincludes Timesnow News Cahnnel will go all ou against every one except Sonia Gandhi and will clam up even against speaking her name.

  • Radia 2 G Tapes Trigger Corporate IT Involvement Probe

    I have written some posts,about 80, filed under Radia Tapes,Karunanidhi providing a detailed analysis  of the 2 G scam and the other criminality involved.

    It has taken years for the Supreme Court of India to realize that there has been sleaze all around.

    The Corruption, manipulation and absolute misuse of Government machinery by the Corporate Houses is mind-boggling confirming the fact that the country is for the taking  by the moneyed, aided by the Bureaucrats and politicians.

    2 G Scam triggers more probes

    Now the Supreme Court has asked the CBI to investigate some more case, which involves Corporate and the Income Tax Department.

    It has come to light, which should have been at the first instance of listening to the Tapes,that there have been more deals fixed by Radia than the mere 2 G fraud.

    Income Tax department went out-of-the-way to favor her, even after the 2G Scam surfaced and the trial was on!

    These are the cases , where the Supreme Court case feels that there is a prima facie ground for a detailed inquiry.

    ‘ It is that the court has prima-facie found sufficient reason for a more detailed probe into these deals. They are:

    * Supply of low-floor buses by Tata Motors to Tamil Nadu Government under the Centre’s JNNURM scheme

    * Appointment of Pradip Baijal, ex-chairman of TRAI, as chairman Pipeline Advisory Committee

    * Allotment of coal blocks to Anil Ambani Group’s Sasan Ultra Mega Power Project

    * Allotment of iron ore mines at Ankua, Singhbhum district of Jharkhand, to Tata steel

    * Favours shown by V K Sibal, then Director General of Hydrocarbon to RIL and quid pro quo received

    * Fudging of subscribers base/record by Reliance Communication, ADAG company and submission of the same to Bombay Stock Exchange and TRAI to save money

    * Working of touts middlemen and kickbacks in the aviation sector

    * Market manipulation and hammering of stocks of Unitech

    “The conversations between Ms Nira Radia and her associates with various persons suggest that unscrupulous elements have used corrupt means to secure favours from the Government officers, who appear to have acted for extraneous considerations,” the bench said as it set a 60-day deadline for the CBI to look into the controversial deals.

    Besides, the bench has also sent notice to the chief vigilance officer, ministry of mines, for taking appropriate action on “allotment of iron ore mine to Reliance ADAG group without having any steel plant.”

    A Chartered Accountant, who was working as a tout of the IT department  is to be probed as well(PTI in Twitter)

    These scams are like Sindbad’s story, never-ending.

    I am sure nothing will come out of this. excepting some high decibel debates in the News Channels, a farce of an enquiry and the corruption juggernaut rolls on.

    The court has ordered Central Bureau of Investigation (CBI) inquiry into 14 most serious cases, involving top industrialists and bureaucrats. One issue, which relates to corruption/malpractice in judiciary/judges/tribunals, etc, has been referred to the Chief Justice of India, while another, on “allotment of iron ore mine to Reliance ADA group without having any steel plant”, will be looked into by the Chief Vigilance Officer of the mines ministry.

    These issues were brought out in two reports prepared at the instance of the court, one consisting of officials from the Department of Revenue of the finance ministry and the other by an inter-ministerial committee. They had prepared 17 such issues. (SC ORDER EXPLAINED)

    A Bench of judges G S Singhvi and Justice V Gopal Gowda directed CBI to make inquiries and file its report within two months.

    CBI’s reports will be given to a new Bench on December 16 that will not include Justice Singhvi, who retires on December 11.

    The issues to be probed include favours allegedly shown to top corporate houses like Mukesh Ambani’s Reliance Industries Ltd, Anil Ambani’s Reliance ADA Group and the Tatas, working of touts, kickbacks in the aviation sector, manipulation of Unitech’s stocks and illegal gratification paid to tax officers.

    Holding that the taped conversations suggest “unscrupulous elements have used corrupt means to secure favours from government officers”, the court has directed the probe on various issues, including “favours” shown by V K Sibal, the then director general of hydrocarbons, to RIL and quid-pro-quo received. It has also ordered a CBI probe into the allotment of coal blocks to the Sasan ultra mega power project, run by Reliance ADA Group, and allotment of Iron ore mines at Ankua, in Singhbhum District of Jharkhand to Tata Steel.”

  • Reliance Owns Swan Radia Saw Dossier

    It has been quite some time since I wrote on 2G.

    Reason , there is nothing to write about;I observed in the last post on 2 G I mentioned that the 2G will be in cold storage for some reason or another, including JPC Enquiry, a sham, till the Lok Sabha elections are announced.

    Now that Elections are round the corner, the case is being dusted up.

    Be assured, those who imagine some thing may come out of it,nothing will come out of this 2G scam

    This will be used for Blackmail and counter Blackmail by the Parties concerned to fix alliances for  Lok Sabha elections.

    Now Radia has disclosed that she saw dossiers indicating that Swan was owned by Reliance.

    But the credit for beginning of Mega scams must go to 2 G.

    Story:

    During the process of allocation of 2G spectrum, there were dossiers in circulation saying that Swan Telecom — a company promoted by Shahid Balwa – actually belonged toReliance Communications, former corporate lobbyist Niira Radia told a special CBI court on Tuesday.

    Radia, who appeared before the court for the first time as a CBI witness in the 2G spectrum scam case, however, said she did not have “personal knowledge” of the fact. “At that time, there were dossiers in circulation stating that the company (STPL) belonged to Reliance Communications, though I do not have any authentic or personal knowledge,” she told special CBI judge O P Saini.

    During the hearing, 53-year-old Radia, dressed in a green suit, said Tata Teleservices Ltd, which was ahead in the queue for allocation of 2G spectrum, lost the race while an “ineligible” Swan Telecom, accused in the case, was granted radio waves.

  • 2G Supreme Court Refuses Swamy’s Plea on Chidambaram

     

    In what can at best be described as funny logic The Supreme Court refused to entertain the plea of Dr.Dr.Subramanian Swamy to include the present and the then Finance Minister P.Chidambaram in the 2G Spectrum case where the Government has been defrauded to the tune of Rs.1,86,000 Crore.

    “1) The top court has found the petitions not maintainable and dismissed the requests of petitioners Janata Party chief Subramanian Swamy and lawyer-activist Prashant Bhushan that Mr Chidambaram be investigated for his alleged role in the telecom scam. Mr Chidambaram was Finance Minister in 2008, when then Telecom Minister A Raja allegedly gifted mobile network licenses and frequency to ineligible companies.
    2) Mr Swamy’s petition said that Mr Chidambaram must be made a co-accused in the 2G scam case. His contention was that the minister must be held responsible for allowing the telecom scam on his watch as Finance Minister.

    3) Mr Swamy said that Mr Chidambaram was aware of Mr Raja’s actions. On matters like the pricing of spectrum, he should have intervened to protect the country’s interests, Mr Swamy has argued.

    4) A special CBI court had rejected Mr Swamy’s request in February this year and he had appealed to the Supreme Court against that verdict.

    5) The other petition had been filed by leading lawyer and anti-corruption activist Prashant Bhushan on behalf of the Centre for Public Interest Litigation, a non-governmental organisation. It sought a CBI investigation into Mr Chidambaram’s alleged role in the 2G scam.

    6) Mr Bhushan’s petition alleged that Mr Chidambaram as Finance Minister overruled his officers who favoured the auction of spectrum. Mr Bhushan also said that Mr Chidambaram allowed two companies that were allegedly shown undue favour by Mr Raja, to sell stake to foreign investors at massive profits on the basis of licences that they had got at hefty bargains. The companies – Swan and Unitech Wireless – have said no rules were violated because they did not sell their stake but created additional equity. Swan partnered with UAE-based Etisalat and Unitech with Norwegian company Telenor. The government has said that both companies operated within the parameters of the law in those partnerships.

    7) Early this year, the Supreme Court cancelled 122 licences issued by Mr Raja and said that spectrum should have been auctioned instead of being given at no extra cost along with licences. 2G or second generation spectrum will now be auctioned this year on the court’s orders. A Raja spent about a year in jail before being granted bail. ”

    The Supreme Court seems to have stated in its Judgement(as reported by Times Now TV to-day), is that the mere fact that there might be some evidence here and there, it is not sufficient, to implicate Chidambaram in the 2G case.

     

    It may be a fact that Chidambaram might have met the DoT officials.

     

    It does not amount to Criminal Conspiracy.

    The repeated use of the term,’Criminal Conspiracy’- does it mean that there is conspiracy, though not Conspiratorial in nature?Yes, when a meeting involves a scam, the Finance Minister discussed among other things the 2 G in the passing, thereby Chidambaram , the astute Lawyer that he is has provided himself with an excellent alibi.

    I wrote on July 12, 2011 that

    The Finance ministry was aware that there was something amiss in granting of licenses of 2G.

    This is proved by the fact that the MoF had written to telecom ministry.

    This was not followed up.

    When suitable reply has not been received from the Ministry,Chidambaram should have taken it up with the GoM or the PM.

    Now we find that there are ‘Non paper Decisions’(new term for unlawful decisions), and that there were no records kept for the meeting of Raja and Chidambaram.

    All tis point out to acquiescence if not active participation of Chidambaram.

    As I have noted in my earlier blog,is this a quid pro quo for manipulation of  last Parliament elections, about which a case is pending.

    2G scam runs deep.

    It appears to lead towards PMO as well as Sonia Gandhi.

    Despite clear indications the media is shy of mentioning either name .

    Worse still PM is considered Honest and even called as ‘hands on PM’!

    The Honorable judges must be aware of these facts and there were leaks in the Media on the ‘Paperless Discussions’ among Raja,Chidambaram.9 the leaks were from the PMO )

     

    Probably they discussed what they would have for Lunch.

     

    Now the Government has shredded the entire Tapes of Radia.

     

    It is much easier for the Supreme Court to declare there is no evidence of 2 G linking to politicians and the Corporates.

     

    Raja will be laughing heartily, as this opens new doors for him.

    “the trail of those who leaked the Niira Radia tapes could have been lost forever had not the Supreme Court decided to keep a copy with itself. The Centre on Thursday informed the Supreme Court that it has destroyed the entire Radia tapes, publication of excerpts from which threw the spotlight on ways of doing business as well as the tendency of security agencies to violate privacy of citizens.

    The government said under Rule 419(A) of Indian Telegraph Rules, the intercepting agency was mandated to maintain and safely keep the intercepts for six months and thereafter destroy them if no action was required to be taken on the basis of the contents of the intercepts. The Radia intercepts were destroyed as no action was required to be taken on the tapes.
