[இலண்டன் (London)] – தமிழீழ விடுதலைப் புலிகள் (எல்ரீரீஈ) என சந்தேகிக்கப்பட்ட உறுப்பினர்களையும் அதன் ஆதரவாளர்களையும் துன்புறுத்துவதற்கு இலங்கையின் ஆயுதப் படைகள் பாலியல் வல்லுறவையும் ஏனைய பாலியல் வன்முறைகளையும் பிரயோகித்து வந்துள்ளதாக மனித உரிமைகள் கண்காணிப்புக் குழு (Human Rights Watch)இன்று வெளியிட்ட ஒரு அறிக்கையில் குறிப்பிட்டுள்ளது. 2009 ஆம் ஆண்டு மே மாதம் முடிவடைந்த ஆயுதப் போராட்டத்தின் போது சிறையில் பரந்தளவில் பாலியல் வல்லுறவுகள் நிகழ்ந்து வந்தன எனவும், அதே வேளையில் அரசியல் நோக்குடனான பாலியல் வன்முறைகள் இராணுவத்தினாலும் போலீஸ் படையினாலும் தொடர்ந்தும் மேற்கொள்ளப்பட்டு வருகின்றது எனவும் மனித உரிமைகள் கண்காணிப்புக் குழு கண்டறிந்தது.

“‘நாங்கள் உங்களுக்கு ஒரு பாடம் புகட்டுவோம்’: இலங்கை ஆயுதப் படைகளின் மூலம் தமிழ் மக்களுக்கு எதிராக நிகழ்த்தப்பட்ட பாலியியல் வன்முறை’” என்ற 144 பக்க அறிக்கையானது இலங்கை முழுவதிலுமுள்ள உத்தியோகபூர்வமான மற்றும் இரகசியமான தடுப்பு முகாம்களில் 2006-2012 ஆம் ஆண்டு வரை நிகழ்ந்த பாலியல் வல்லுறவுகள் மற்றும் பாலியல் துஷ்பிரயோகம் ஆகியவற்றுக்கு எதிரான 75 பேர்களின் குற்றச்சாட்டுக்கள் பற்றிய விரிவான விபரங்களை தருகின்றது. மனித உரிமைகள் கண்காணிப்புக் குழு ஆவணப்படுத்திய விடயங்களில், பல நாட்களாக அடிக்கடி பல நபர்களினாலும், இராணுவத்தினாலும், போலீஸ் படையினாலும், மற்றும் அடிக்கடி பங்குகொள்ளுகின்ற அரசாங்க சார்பு துணை இராணுவக் குழுக்களினாலும் தமிழ் ஆண்களும் பெண்களும் பாலியல் வல்லுறவுக்கு உட்படுத்தப்பட்டு சித்திரவதை செய்யப் பட்டிருப்பதாகப் பதிவாகியிருக்கின்றது.

“இலங்கையின் பாதுகாப்புப் படைகள் கூறவியலாத எண்ணிக்கை அளவுக்கு சிறையில் தமிழ் ஆண்களையும் பெண்களையும் பாலியல் வல்லுறவுக்கு உட்படுத்தி சித்திரவதைக்கு உட்படுத்தியுள்ளனர்” என மனித உரிமைகள் கண்காணிப்புக் குழுவின் ஆசிய பிராந்தியத்திற்கான பணிப்பாளர் ப்ராட் அடம்ஸ் (Brad Adams) கூறினார். “இவை சாதாரண யுத்தகால அட்டூழியங்கள் அல்ல, தற்பொழுதும் அந்த அட்டூழியச் செயல்கள் தொடர்ந்தும் நிகழ்ந்து வருவதோடு, எல்ரீரீஈ தரப்புடன் தொடர்பு இருப்பதாக சந்தேகத்தின் பேரில் கைது செய்யப்படும் ஒவ்வொரு தமிழ் ஆணையும் பெண்ணையும் இது கடும் ஆபத்தில் தள்ளிவிடுவதாக அமைகின்றது”.

ஜே எச் (JH) என்பவரின் சம்பவம்

ஜே எச் (JH) என்பவர் 23 வயதுடைய ஒரு தமிழர். இவர் ஐக்கிய இராச்சியத்தில் கல்வி கற்றுக்கொண்டிருந்த நேரம் 2012 ஆம் ஆண்டு ஆகஸ்ட் மாதத்தில் குடும்பம் சார்ந்த காரணங்களுக்காக கொழும்புக்குத் திரும்பினார். ஒரு மாதம் கழிந்த பின்னர், வேலை விட்டு வீட்டிற்குத் திரும்பிக்கொண்டிருந்த நேரத்தில், ஒரு வெள்ளை வேனில் வந்த பலர் அதிலிருந்து குதித்தார்கள். ஒரு விசாரணைக்கு தான் தேவைப்படுவதாகக் கூறி, அவர்கள் தனது கண்களைக் கட்டி, ஒரு மணித்தியாலத்திற்கும் அதிகமான நேரம் பயணித்து, தெரியாத ஒரு இடத்திற்கு தன்னை எடுத்துச்சென்றதாக அவர் மனித உரிமைகள் கண்காணிப்புக் குழுவிடம் கூறினார்:

கட்டியிருந்த எனது கண்களை அவர்கள் அவிழ்த்துவிட்ட [போது] நான் அங்கு ஏனைய நான்கு நபர்கள் இருந்த ஒரு அறையைக் கண்டேன். நான் ஒரு நாற்காலியில் கட்டப்பட்டு எல்ரீரீஈ தரப்புடன் எனக்கிருக்கும் தொடர்புகள் பற்றியும் அண்மையில் வெளிநாட்டிற்குசென்ற காரணம் பற்றியும் விசாரிக்கப்பட்டேன். அவர்கள் எனது ஆடைகளை உரிந்து என்னை அடிக்கத் தொடங்கினார்கள். நான் மின்சாரக் கம்பிகளினால் அடிக்கப்பட்டு, எரியும் சிகரட்டுக்களினால் சூடுவைக்கப்பட்டு, பெற்றோல் திணிக்கப்பட்ட ஒரு பொலித்தின் உறையைக் கொண்டு மூச்சுத்திணறடிக்கப்பட்டேன். பின்னர் அந்த இரவு, நான் ஒரு சிறிய அறையில் அடைக்கப்பட்டேன். தொடர்ச்சியாக மூன்று நாட்கள் நான் பாலியல் வல்லுறவுக்கு உட்படுத்தப்பட்டு சித்திரவதை செய்யப்பட்டேன். முதலாவது இரவு, ஒருவர் தனியாக வந்து என்னை குதவழியாகப் பாலியலுறவுக்கு உட்படுத்தினார். இரண்டாம் மற்றும் மூன்றாம் நாள் இரவுகளில், இரண்டு பேர் எனது அறைக்கு வந்தார்கள். அவர்கள் என்னை குதவழியாகப் பாலியலுறவுக்கு உட்படுத்திவிட்டு அவர்களுடன் வாய்வழிப் பாலியல் உறவுக்கும் என்னை வற்புறுத்தினார்கள். இந்தப் பாலியல் வல்லுறவுகளின் பின்னர் எல்ரீரீஈ தரப்புடன் எனக்கு தொடர்புகளிருப்பதாக ஒப்புக்கொண்டு ஒரு வாக்குமூலத்தில் நான் கையொப்பமிட்டேன்.

ரீ ஜே (TJ ) என்பவரின் சம்பவம்

ரீ ஜே (TJ ) என்பவர் 19 வயதுடைய ஒருவர். இவர் ஐக்கிய இராச்சியத்தில் தனது கற்கைகளைப் பூர்த்திசெய்து விட்டு இலங்கைக்குத் திரும்பியவர். 2012 ஆம் ஆண்டு ஆகஸ்ட் மாதம் ஒரு மாலை நேரத்தில், ரீ ஜே (TJ ) வவுனியாவில் (Vavuniya) ஒரு நண்பரைச் சந்தித்து விட்டு வீடு திரும்பிய நேரத்தில் அவருக்கு அருகில் ஒரு வெள்ளை வேனை நிறுத்தி சிவில் உடைகளை அணிந்திருந்த ஏறக்குறைய ஐந்து அல்லது ஆறு நபர்கள் அதிலிருந்து குதித்தார்கள். அவர்கள் ரீ ஜே (TJ ) ஐ பலவந்தமாக இழுத்து வேனினுள் தள்ளி, அவரின் கண்களைக் கட்டி, தெரியாத ஒரு இடத்திற்கு அவரை கொண்டுசென்றார்கள் என அவர் மனித உரிமைகள் கண்காணிப்புக் குழுவிடம் கூறினார்:

கட்டியிருந்த எனது கண்களை அவர்கள் அவிழ்த்துவிட்ட போது நான் ஒரு அறையில் இருப்பதைக் கண்டேன். அங்கு ஐந்து பேர் இருந்தனர். அவர்களில் ஒருவர் இராணுவ சீருடையில் காணப்பட்டார். ஐக்கிய இராச்சியத்தில் எல்ரீரீஈ தரப்புடன் எனக்குள்ள அலுவல் பற்றி அவர்கள் என்னிடம் விசாரிக்கத் தொடங்கினார்கள். வெளிநாட்டில் எல்ரீரீஈ தரப்புடன் எனக்கிருக்கின்ற தொடர்புகள் பற்றி அவர்கள் என்னிடம் வினவினார்கள். நான் பதிலளிக்கவில்லை. அவர்கள் என்னைத் துன்புறுத்தத் தொடங்கினார்கள். முதலில் அறையப்பட்டும் குத்தப்பட்டும் நான் தாக்கப்பட்டேன். அப்போது அவர்கள் என்னைக் கடுமையாகத் துன்புறுத்தத் தொடங்கினார்கள். எனக்கு தடிகளால் அடிக்கப்பட்டு, எரியும் சிக்கரெட்டுக்களால் சூடுவைக்கப்பட்டதுடன் எனது தலை ஒரு நீர் பீப்பாயினுள் அமிழ்த்தப்பட்டது. கேள்விகள் கேட்கப்பட்ட நேரத்தில் உடைகள் உரியப்பட்டு நிர்வாணமாக்கப்பட்டேன்’.

Rape of Tamil Women By Sri Lanka, Human Rights Watch Report

Human Rights watch released a Video of rape victim of Sri Lankan Armed Forces.

it has also released a 146 page report on The

Cases of Rape and Other Sexual Violence by Sri Lankan Security Forces, 2006-2012.

I am posting excerpts and the Link for the full Report is provided at the end of the post.

As usual Sri Lanka has come out with a denial.

The Denial.(IBN Live)

‘Responding to the claims, Brigadier Ruwan Wanigasooriya, Sri Lankan military spokesman said the content providers for the report were those who had applied for political asylum in the West.

“These are fabrications to justify their claims for asylum. The army is ready to investigate if there are proper complaints”, Wanigasooriya said

He said the government has resettled about 300,000 displaced people in the conflict while another nearly 12,000 LTTE ex-cadres had been rehabilitated and reintegrated into society. “No one has made any complaint of rape”, he said.

The report quotes HRW’s Brad Adams as saying “The Sri Lankan security forces have committed untold number of rapes of Tamil women and men in custody”

(London, February 26, 2013) — Sri Lankan security forces have been using rape and other forms of sexual violence to torture suspected members or supporters of the Liberation Tigers of Tamil Eelam (LTTE), Human Rights Watch said in a report released today. While widespread rape in custody occurred during the armed conflict that ended in May 2009, Human Rights Watch found that politically motivated sexual violence by the military and police continues to the present.

The 140-page report, “‘We Will Teach You a Lesson’: Sexual Violence against Tamils by Sri Lankan Security Forces,” provides detailed accounts of 75 cases of alleged rape and sexual abuse that occurred from 2006-2012 in both official and secret detention centers throughout Sri Lanka. In the cases documented by Human Rights Watch, men and women reported being raped on multiple days, often by several people, with the army, police, and pro-government paramilitary groups frequently participating.”

“We Will Teach You a Lesson”

Note on sources: in 60 of the 75 cases documented in this appendix, we spoke directly with the victim and were able to obtain medical records with the consent of the victim, corroborating the victimâ€™s claims of rape and other sexual violence. In another 8 cases, we spoke directly with the victim and relied on sources other than medical records to corroborate his or her claims. In 3 of these 8 cases, no medico legal reports were prepared since the UK courts found the victimsâ€™ account of rape and torture credible and granted them asylum. In the remaining 5 cases, we spoke to witnesses who were present with the victim after their rape. In 7 cases, we were not able to speak directly with the victim but obtained medico-legal reports, prepared by doctors and submitted to the courts in support of their asylum claim, that provided detailed evidence of sexual abuse. For ease of presentation below, we reference medical reports in citations only in the cases in which they were our main source for the case or in which we had no access to such records.

Circumstances of detention: JH arrived in the UK to pursue higher studies in March 2011 and returned to Sri Lanka to attend to family matters on August 17, 2012. One evening in September 2012, JH was walking home in Colombo when a white van pulled up near him. Several men jumped out and told him to join them for an investigation. They blindfolded him and drove him for over an hour to an unknown site.

Account:

I was taken up some stairs but when they removed my blindfold I found myself in a room where four other men were present. I was tied to a chair and questioned about my links to the LTTE and the reason for my recent travel abroad. They stripped me and started beating me. I was beaten with electric wires and burned with cigarettes. My interrogators tried to asphyxiate me.[100] Later that night, I was left in a smaller room. I was raped on three consecutive days. The first night, one man came alone and anally raped me. The second and third night, two men came to my room. They anally raped me and also forced me to have oral sex with them. I signed a confession admitting my links with the LTTE after the rapes.^[101]

JH’s medico legal report, on file with Human Rights Watch, notes that the physical evidence of scars on his body strongly support his account of torture. The report further adds: “the spots of dark pigmentation on his buttocks and around his anus are consistent with an infective rash which has now healed, support in my view, a situation in which he was repeatedly subjected to anal intercourse in which his skin has become lacerated and easily infected.”

JH escaped detention after his family bribed CID officials. He has since received medical care for severe anal pain.

The Photo of LTTE Prabhakaran’s Killed Son a Fake?

The Sri Lankan Government questioned the authenticity of the Video No Fire Zone as dismissed it as Fake.

What about the Photograph of Balachandran Prabhakarn, son of the slain LTTE Supremo Prabhakaran?

I cam across information that the Photo of Balachandran whose Photo is doing the rounds could be a Fake.

The Analysis.

These allegations have been rejected by the Lankan government. To what extent are the claims valid? Since these are serious allegations, it is important to examine the veracity of the `evidence’ presented by the Independent which collaborates closely with Channel-4 and British Tamil Advocacy groups.

What raises suspicions is the surfacing of this picture after one year, with the claim that it is part of a successive footage from the same camera. Are there any other photos? Figure 2 clearly shows that the light comes to this under-ground bunker from the area numbered 1, and radiates towards 2, 3 etc. Nevertheless, the there are hardly any shadows consistent with the light source around the boy’s body or the head area.

A blow-up of the region around the left shoulder of the child shows that, far from there being any type of shadow, a shoddy job of colour filing has been done along the edge of the shoulder. The shadow seen in the sand bags just left of number 9 indicates what to expect. Furthermore, the shadow of the edge of blanket near no. 7, on the arm, is completely in the wrong direction.

Furthermore, the end of the bench to the left off no. 6 does not show the planks, but appears to have been worked over on the initial canvas using graphic tools, totally obliterating the type of texture of the wood planks seen to the right of the boy.

It is also important to compare very carefully the trouser worn by the boy lying dead on the ground, shown below.

First, we notice a person wearing slippers. We also se an ordinary civilian shoe.

This shows that the people around the dead boy are NOT SOLDIERS. Perhaps a group of

LTTE people found the dead boy much earlier. The camera belonged to an LTTE person who

had other pictures of bunkers, or of the boy and used them for creating graphic art with photoshop or any other tool.

The narrow black flap on the pocket cover is 16-18 cm long and narrow, with a width of 4cm. On the other hand, the trouser worn by the boy seated on the wooden plank has a pocket flap which is much wider. The artist, in positioning the boy seems to have drawn the flap in a way different from that on the trouser of the boy dead, and laying on the ground. Two pictures of the boy sitting in the bunker have been published. If the pictures in the bunker are authentic, then the picture of the dead boy wearing a similar but different trouser is inconsistent with the claims of these British reports. Hence the new picture raises troubling questions about the way photos are being used as `evidence’ in an age where sophisticated graphic tools are readily available even to a child. Of course, the Tigers are well known to be past masters of publishing fake photos. Many pictures of Prabhakaran posing in groups with black tigers, or blown up bodies attributed to the army were published in the Tamil Net from as early as 10 years before the demise of the Tigers.
