Crop Circles In California With Binary Code

The Crop Circle proved to be an Advertisement!
The crop circle near Chualar, Calif., contained a stylized image of a computer chip and the number “192” in Braille. On Sunday, the company announced the Tegra K1, a new chip for tablets and smartphones that contains 192 computing “cores,” or mini-computers, for graphics applications.
Nvidia CEO Jen-Hsun Huang said at a press conference in Las Vegas, ahead of the International Consumer Electronics Show, that he had given his marketing department the mission to promote the chip on a shoe-string budget. The crop circle received wide attention. Rumors of Santa Clara, Calif.-based Nvidia’s involvement appeared Sunday before the press conference.
The circle was plowed under a few days after its discovery.”

On the 30th of December, 2013, Salinas valley,California,USA witnessed mysterious Crop Circles appearing suddenly.
There have been reports of strange lights, much like UFO in California on January, 2014
This reports came in from Stockton,Auburn and Sacramento.

An unexplained crop circle in Salinas, Calif., has captured the curiosity of alien enthusiasts and conspiracy theorists across the nation.
The patterns were noticed by aerial photographer Julie Belanger, who told ABC News she was shocked to discover them during a flyover on Monday.

Crop Circle in Salinas Valley, California,USA Stamped in the middle of the field, the design covered about an acre and looked like a strange computer chip with dots in the middle that some Internet observers interpreted as either Braille or Morse code.
Most crop circle enthusiasts were quick to call it a hoax. But with the landowner apparently unaware of how it happened, theories were multiplying all over the Internet by press time.
Security guards from San Jose-based Echelon Security were outside the property Monday morning. They said they could not reveal their client, only that they had been hired to stop the area from “becoming a circus.”
Ben Johnson, one of the guards, said the circle appeared either Sunday or Monday morning.

Then I started following the inner circle and this is what I got, but understand it depends where you start around the circle…I used the big arrow point with the 6 triangles in it to start. The code is in sets of 8 using zeros and ones…very similar to binary code. 1000 0100 0100 0101 0011 0100 1011 0100. For instance the 01000101 will = E (capital letter e), but as for the rest I am still working on it.
I also tried changing it directly to text but got this four symbol message: �E4´
Then I tried Base64 and got: hEU0tA==
Next I tried ASCII and got: 132 69 52 180
For HEX I got: 84 45 34 b4Perhaps you can solve it. I’m high and dry here on ideas, but being binary if we can solve the two small hands and the six triangles…I’m confident there will be a message found. SCW
Update: Had an idea that the six small arrows inside the triangle =1s and 0s or (100101) so I inserted them between each set.

How NSA Listened 540 Million Calls A Month
Edward Snowden , as we are all aware,leaked information on How NSA spied on US citizens and Foreign Governments.
Most , in fact all the taps are illegal as no wiretap can be done with out a warrant and there is evidence of warrant having been issued.
The German Daily Der Spiegel did a cover story on how the NSA tapped the West Germans including its Chancellor Angela Merkel.
A report states that NSA has possibly listened to 380 million calls in the US and 60 Millions in Spain!

It looks to me a lot like the Le Monde stories will follow the path of the Brazilian and Indian stories. It has occurred to me that this same story can also be told for many, many other countries: der Spiegel has already published BOUNDLESSINFORMANT graphs for the following: Germany, France, Italy, Spain and the Netherlands. If we take careful measurements of these graphs, and work out the appropriate scaling, we can determine how many telephone metadata records we have in each of these countries over the same 30 day period (DNR). The accuracy will be plus or minus 1 pixel, scaled appropriately. I have enclosed my chart.

NSA Listening details. “Merkel has nothing to fear domestically from the recent turn of affairs. The election is over, the conservatives and the center-left Social Democrats are already in official negotiations toward forming a new government. No one wants to poison the atmosphere with mutual accusation.
Nevertheless, Merkel must now answer the question of how much she is willing to tolerate from her American allies.
Posing as Diplomats
A “top secret” classified NSA document from the year 2010 shows that a unit known as the “Special Collection Service” (SCS) is operational in Berlin, among other locations. It is an elite corps run in concert by the US intelligence agencies NSA and CIA.
The secret list reveals that its agents are active worldwide in around 80 locations, 19 of which are in Europe — cities such as Paris, Madrid, Rome, Prague and Geneva. The SCS maintains two bases in Germany, one in Berlin and another in Frankfurt. That alone is unusual. But in addition, both German bases are equipped at the highest level and staffed with active personnel.
The SCS teams predominantly work undercover in shielded areas of the American Embassy and Consulate, where they are officially accredited as diplomats and as such enjoy special privileges. Under diplomatic protection, they are able to look and listen unhindered. They just can’t get caught.
Wiretapping from an embassy is illegal in nearly every country. But that is precisely the task of the SCS, as is evidenced by another secret document. According to the document, the SCS operates its own sophisticated listening devices with which they can intercept virtually every popular method of communication: cellular signals, wireless networks and satellite communication.
The necessary equipment is usually installed on the upper floors of the embassy buildings or on rooftops where the technology is covered with screens or Potemkin-like structures that protect it from prying eyes.
That is apparently the case in Berlin, as well. SPIEGEL asked British investigative journalist Duncan Campbell to appraise the setup at the embassy. In 1976, Campbell uncovered the existence of the British intelligence service GCHQ. In his so-called “Echelon Report” in 1999, he described for the European Parliament the existence of the global surveillance network of the same name.
Campbell refers to window-like indentations on the roof of the US Embassy. They are not glazed but rather veneered with “dielectric” material and are painted to blend into the surrounding masonry. This material is permeable even by weak radio signals. The interception technology is located behind these radio-transparent screens, says Campbell. The offices of SCS agents would most likely be located in the same windowless attic.
No Comment from the NSA
This would correspond to internal NSA documents seen by SPIEGEL. They show, for example, an SCS office in another US embassy — a small windowless room full of cables with a work station of “signal processing racks” containing dozens of plug-in units for “signal analysis.”

Robotic Weapons Replace Drones? Human Rights Watch
Now that Drone attacks are drawing flak, there is a move to induct Fully Autonomous Robotic Weapons, which do not need any Human input are on the anvil.
Killer Robots/ “The Campaign to Stop Killer Robots is a coalition of weapons monitors and human rights groups leading an effort, formally since April, to establish an international ban on fully autonomous lethal weapons. Dubbed (by opponents) “killer robots,” it’s a technology that can kill targets (humans) without any human input. Whereas drones today have someone somewhere remotely determining where and when to fire, a fully autonomous air, land, or sea weapon could be making the decisions on its own…
It sounds like the stuff of sci-fi, but the technology is well within reach given existing weaponry. The U.S. Navy’s X-47B, a Northrop Grumman-developed drone, has taken off and landed on an aircraft carrier—one of the hardest maneuvers in aviation—entirely on its own, and it would only be a short step to add missiles to its weapons bay. In South Korea, a Samsung subsidiary designed—several years ago already—a stationary robot sentry that sits along the demilitarized zone and can identify and fire at a target on its own. It’s linked up with a human operator for now.
Human Rights Watch has called in for a Review of this development.

All governments should support international talks to address the threat posed by fully autonomous robotic weapons, Human Rights Watch said today. Human Rights Watch and the Harvard Law School International Human Rights Clinic on October 21, 2013, issued a question-and-answer document about the legal problems posed by these weapons.
Representatives from the Campaign to Stop Killer Robots, including Human Rights Watch, will present their concerns about fully autonomous weapons at a United Nations event in New York on October 21.
“Urgent international action is needed or killer robots may evolve from a science fiction nightmare to a deadly reality,” said Steve Goose, arms director at Human Rights Watch. “The US and every other country should support holding international talks aimed at ensuring that humans will retain control over decisions to target and use force against other humans.”
Fully autonomous weapons – also called “lethal autonomous robotics” or “killer robots” – have not yet been developed but technology is moving toward increasing autonomy. Such weapons would select and engage targets without further intervention by a human.
In recent months, fully autonomous weapons have gone from an obscure issue to one that is commanding the attention of many governments, international institutions, and groups around the world.”

Pakistan Selected DroneTargets CIA Documents.
CIA documents reveal that Pakistan has agreed to the Drone strike inside by the US.
Pakistan agreed to US Drone Attacks. It is a known fact the US was striking targets in Pakistan with Drones in its effort to eradicate terrorism.
And Pakistan, in its efforts to ensure that it is not alienated from the International Community post terrorist attacks on 9/11 and the flushing out of Osama Bin Laden and killing him by the US in Pakistani soil, had agreed for the Drone strikes inside Pakistan.
And another important factor in agreeing to Drone strikes is the dire need of Pakistan for US money followed by the contribution of the West to prop up uts tottering economy.
The US need to strike at the terrorists hide out as it became known that Pakistan was harboring the terrorists , including Osama Bin Laden in its soil and was actively promoting terrorism.
keeping quiet on Pakistan won’t do.
This is the back ground of the Pakistan agreeing to the Drone strikes and I see no reason to condemn Pakistan on this core for any Nation,given the state Pakistan was/is in, would have done this.
When the Drone strike involved the killing of the Civilians, it aroused Public Anger.
The West and in particular the US was supremely indifferent.
Drone attacks can not distinguish Civilians, Terrorists and most importantly the Westerners.
When the Drone strike involved the killing of a UK national, there started a Hue and cry and Human Rights issue.
Ironically these votaries of Human Rights were silent when Pakistani civilians were killed!
Now as the issue has become a Human Rights controversy, the CIA, with the sanction of the White House, is releasing the information that Pakistan was a Party to Drone Strikes.
They could have done this when Pakistani civilians were being killed.
This is how contradictory international policies work out.
Story:
In time, the CIA identified so many suspected al-Qaeda and militant compounds that it gave them coded designations, including MSC 215 for a Miran Shah compound where explosives were manufactured and SC 5 for Spailpan Compound No. 5 in South Waziristan.
The dates and number of strikes generally correspond with public databases assembled by independent groups, indicating that those organizations have reliably tracked drone attacks from media reports, even if the number of civilian casualties has often been a source of dispute…
The documents confirm the deaths of dozens of alleged al-Qaeda operatives, including Rashid Rauf, a British citizen killed in 2008 who “helped coordinate al-Qaeda’s summer 2007 plot to blow up transatlantic flights originating from Great Britain,” one memo said.
But the documents also reveal a major shift in the CIA’s strategy in Pakistan as it broadened the campaign beyond “high-value” al-Qaeda targets and began firing missiles at gatherings of low-level fighters.
The files trace the CIA’s embrace of a controversial practice that came to be known as “signature strikes,” approving targets based on patterns of suspicious behavior detected from drone surveillance cameras and ordering strikes even when the identities of those to be killed weren’t known.
At times, the evidence seemed circumstantial.
On Jan. 14, 2010, a gathering of 17 people at a suspected Taliban training camp was struck after the men were observed conducting “assassination training, sparring, push-ups and running.” The compound was linked “by vehicle” to an al-Qaeda facility hit three years earlier.
On March 23, 2010, the CIA launched missiles at a “person of interest” in a suspected al-Qaeda compound. The man caught the agency’s attention after he had “held two in-car meetings, and swapped vehicles three times along the way.”
Other accounts describe militants targeted because of the extent of “deference” they were shown when arriving at a suspect site. A May 11, 2010, entry noted the likely deaths of 12 men who were “probably” involved in cross-border attacks against the U.S. military in Afghanistan.
Although often uncertain about the identities of its targets, the CIA expresses remarkable confidence in its accuracy, repeatedly ruling out the possibility that any civilians were killed..
There have been 23 strikes in Pakistan this year, far below the peak in 2010, when 117 attacks were recorded. The latest strike occurred Sept. 29, when three alleged fighters with ties to the militant Haqqani network were killed in North Waziristan, according to news media reports.
Several documents refer to a direct Pakistani role in the selection of targets. A 2010 entry, for example, describes hitting a location “at the request of your government.” Another from that year refers to a “network of locations associated with a joint CIA-ISI targeting effort.”
The files also contain fragments of code words — including SYL-MAG, an abbreviation of Sylvan Magnolia — that correspond to covert drone operations. The code word was later changed to Arbor-Hawthorn.
