  • Untouchability Reservations Gandhi’s Muddle

    While there has been confusion reigning in on the subject of social divisions,Gandhi, in his own  self-styled avatar of one who can and should comment and contribute to any or all social and religious issues,whether it makes sense or not, muddled the waters by calling a group as ‘Harijans‘.

    Harijan (Hindustani: हरिजन (Devanagari), ہریجن (Nastaleeq)translation: “child of God”) was a term used by Mohandas Gandhi for Dalits. Gandhi said it was wrong to call people “untouchable”, and called them Harijans, which means children of God. It is still in wide use especially in Gandhi’s home state ofGujarat.(wiki)

    As things stood they were confusing; Gandhi added to it by giving a new name Harijan, Child of God as if there were not enough names!

    What exactly happened is that people increased their vocabulary for a non-existent class.

    So the terms that are used denote specifically anything and has become a tool in the hands of Politicians to garner votes.

    There is also a confusion about the terms Untouchability ,Reservations and SC ST..

    These Terms are used sa if they are  interchangeable.

    We have seen , to an extent what Untouchability is or is not.

    What is Reservation?

    Reservation in India is a form of affirmative action designed to improve the well-being of backward and under-represented communities defined primarily by their ‘caste‘ (quota-system based on ‘gender‘ or ‘religion‘). These are laws (both Constitutional and statutory) or merely local rules/regulations/practices (not derived from any Act passed by the Parliament or State-Legislature) wherein a certain percentage of total available vacancies in educational institutes and government jobs are set aside for people from backward communities and others.Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBC) are the primary beneficiaries of the reservation policies under the Constitution — with the object of ensuring a level playing field.(wiki)

    That is on a Non existent concept the whole system was devised.

    There is no clear concept of the yard stick to apply to determine which constitute a SC .

    As a result whoever can gather muscle strength and crowd can demand inclusion in the Reservation quota.

    An depending on the exigencies of  Political climate the parties as VP Singh did by The Mandal Commission.

    If there has been a genuine concern for the downtrodden, the yard stick of Economic status would have been fixed.

    That was not to be, because Politicians would never have had a chance to polarize the polity to garner Votes if they had fixed economic criteria as the factor for extending benefits.

    In Life there is no equalizer greater than Money.

    If you are rich or occupy an important position, people flock to you, no body cares about your roots.

    This Law is applicable everywhere.

    Prime example are  those who have become rich or have come to occupy important posts or both after having come up through reservation Quota.

    I  Have heard of them speak derisively of people who hail from their own community !

    Had Economic status been the criteria, there would have been no confusion in determining who is to be classified as ST.Now after 60 years those who are poor remain poor continue to be so and suffer social ostracism because of this.

    Their brethren who had been fortunate in climbing up do not even consider the for marriage Alliances.

    ST SC are names designated  to earmark certain groups to get the benefit of the Reservation Policy.

    Let not people misuse these or interchange the terms.

    Now having muddled up this far, let’s see how Ambedkar raised passions further by inventing reasons or the yard stick for determining Caste.

  • Reservation Is Like Condoms Delhi Government

    While arguing before the Constitutions Bench, Delhi, The Union Government of Delhi submitted  that the SC,ST, OBC Candidates  could get seats in Super Specialty Medical Courses only on Merit and after completing it, he/she could revert to their OBC etc status to  to claim appointment, under Reservation Policy, to  the Faculty of All India institute of Medical Sciences.(AIIMS).

    These candidates have reached a stage where they had come up the level for qualifying to appear for Medical College.

    Does the present admission not admit they have reached their present stage without being qualified.

    This means you have been promoting below standard people all the while.

    If these people have been given reservations so far, why not now?

    This submission has serious implications, invalidating Reservation system.

    Looks as though the Reservation Policy is like a Condom to be used whenever necessary and be thrown out once it is used.

    The difference is the Reservation Policy is Eternally Usable.

    What is the policy of the Government on reservation for SCs, STs, and OBCs?
    ANSWER : Reservation to the SCs, STs and OBCs in case of direct recruitment on all the India basis by open competition is given at the rate of 15% 7.5% and 27% respectively. In case of direct recruitment on all India basis otherwise than by open competition, reservation for SCs, STs and OBCs is 16.66% 7.5% and 25.84% respectively. In case of direct recruitment to Group C and D posts which normally attract candidates from a locality or a region, percentage of reservation for SCs/STs is generally fixed in proportion to the population of SCs and STs in the respective States/UTs. For OBCs it is fixed keeping in view the proportion of their population in the concerned State/UT and the fact that total reservation for SCs/STs/OBC is remains within the limit for 50% and reservation for OBCs remains within the limit of 27%.

In promotion by selection of posts within Group ‘A’ which carry an ultimate salary of Rs.18,300/- or less (in pre-revised scale) there is no reservation, but the Scheduled Caste / Scheduled Tribe Officers who are senior enough in the Zone of consideration for promotion so as to be within the number of vacancies for which the select list is to be drawn up, would be included in that list provided they are not considered unfit for promotion.
