According to latest WikiLeaksrevelations, former Prime Minister Rajiv Gandhimay have worked as a middleman for Swedish company Saab-Scania, which had tried to sell its Viggen fighter aircraft to India in the 1970s.
However, Saab-Scania eventually could not sealthe deal, which went to British SEPECAT Jaguar. According to a report published in the Hindu, Rajiv was considered to be a valuable negotiator because of his family connections, states the paper, citing the Kissinger Cables, the latest bunch of classified cables of the US administration released by WikiLeaks.
According to the report, Rajiv Gandhi became the negotiator for the Swedish company Saab-Scania, when it was trying to sell its Viggen fighter aircraft to India in the 1970s, much before he became the prime minister.
The first cable said that Air Marshal OP Mehra’s son-in-law was the chief negotiator for the competing Mirage, but it does not give his name. “Our colleague describes Ranjiv Gandhi [sic] in flattering terms, and contends his technical expertise is of a high level. This may or may not be. Offhand, we would have thought a transport pilot [is] not the best expert to rely upon in evaluating a fighter plane, but then we are speaking of a transport pilot who has another and perhaps more relevant qualification,” the cable read, said the report.
WikiLeaks sent shockwaves around the diplomatic world in 2010 when it released a set of more than 250,000 leaked US cables.
RAW ,Research and Analysis Wing of IndiaIntelligence Agency met with President Rajapakshe of Sri Lanka when he visited iTrupati in India on February 14.

February 14, 2013, Colombo. Sri Lanka Guardian) The Indian media reported that Alok Joshi, Chief of India’s Research and Analysis Wing (RAW) had visited President Mahinda Rajapaksa at the Guest House at Tirupati, where he was staying. In practice, a meeting between the Chief of the country’s secret service and visiting foreign Head of State is a rarity. J.R. Jayewardene is the only head of Sri Lanka to have had a meeting with the chief of ‘RAW’. Usually, the chief of ‘RAW’ meets the leader of a foreign country only when there is a crucial issue pertaining to India or a perilous situation involving the country of that leader.

“On 26 April 1988, A. Verma, the head ( Read an exclusive interview with A.K. Verma which published by the Sri Lanka Guardian on 2008) of RAW, flew into Colombo. Verma’s visit was known only to a handful of men in Indian and Sri Lanka. In Colombo, only three men knew about it. They were M.M. Gunaratne, Director-General, Intelligence and Security, Ministry of Defence, under whom the Special Task Force (STF) and National Intelligence Bureau (NIB) were placed, Zerny Wijesuriya, Director, National Intelligence Bureau (NIB) and President Jayewardene himself. Even people like Dixit, the high profile Indian High Commissioner, Gamini Dissanayake, influential minister and co-architect of the Accord, General Sepala Attygalle, Defence Secretary, General Cyril Ranatunge, the General Officer Commanding the Joint Operations Command, and W.M.P. B. Manikdewela, the Secretary to the President did not know. Lalith Athulathmudali, the National Security Minister, was also not fully informed – perhaps he would have been partly informed by the effective private intelligence network he operated.
In India, Rajiv Gandhi, the Prime Minister, Grirish Chandra Saxena, the National Security Adviser to the Indian Prime Minister, Chandrasekaran alias Chandran of RAW and only two or three other officials knew. Subsequently, when two prominent Sri Lankans in the government became aware of the RAW connection, they were very annoyed.
Verma travelled undercover and spent about 48 hours in Colombo. He tried to convince Jayewardene the LTTE was interested in joining the mainstream and that he should cooperate with the negotiating intermediary – RAW. Verma held discussions with M.M. Gunaratne on the morning of 27 April. He was well informed about the conflict, and had personally negotiated with the TULF, the militant groups including the LTTE, and was keen to obtain certain assurances from President Jayewardene before he once again met with Kittu in Madras. Verma stated that all Tamil groups were agreeable to enter the political process. He stated that the LTTE too was keen to do so, but subject to certain conditions being satisfied.
RAW head meets Jayewardene
28 April 1988 was historic day when the head of RAW met President Jayewardene. According to a high level source in New Delhi, Jayewardene was cautious. However, he cooperated at least at the beginning, and even Gandhi who intensely disliked the LTTE thought that with the support of Jayewardene, India will be successful in striking a deal with the LTTE. Verma said the LTTE is keen to “surrender 700 of the estimated 1,000 big weapons the LTTE have in their possession and they would like to retain 300 weapons for their security.” Verma added: “With the surrender, a ceasefire would be announced. The LTTE would thereafter publicly support the Accord. The balance weapons will be released gradually, once the LTTE feels assured that a climate of security has descended on the North and East.” Verma asked President Jayewardene whether he could respond to the LTTE by announcing that the Government of Sri Lanka will hold elections in the North and East for once council (under Article 37 A of the Provincial Councils Act). This was to be done when the groups were ready to enter the political process and before the date of the elections for the North and East was to be announced, and soon after all other elections were completed. Verma stated that a referendum as stipulated in the Accord would subsequently be necessary, for people to accept or reject the merger.’ Verma requested Jayewardene to make two other public statements regarding two LTTE requests as an explicit demonstration of goodwill and gesture towards the LTTE. One was to be on the release of detainees in custody. RAW was told that 3,634 had been released and only 627 were in custody, and that even they would be released in due course. The other request was on the use of the 1982 electoral register for the elections. The President agreed to the latter.

Though the authorities wanted to keep it a secret, the news leaked to the media. The Kancheepuram district authorities are now probing into the procedure that was followed before issuing the certificate.
A special team is also inquiring whether the person resides in the address at Dada Sahib Road, Hyderabad that she mentioned while obtaining the certificate.

Background
Post World War 1, Turin was a hub of political activity. Communism was at its peak in Europe and many left leaning socialist organizations were dabbling with the Marxist ideology and as a counter balance to that the fascist forces were emerging as an attractive alternative to many Catholics of Italy, and Turin was no exception. The small village of Orbassano near Turin mainly composed of orthodox Roman Catholic families and they all dreaded the arrival of communists on their shores and decided to join hands with the fascists lead by Mussolini. Paolo Maino was one of them. Indian intelligence gathering techniques are never given their due credit, but we have done some first rate jobs which have never been acknowledged and Mrs Sonia Gandhi’s background check was one of them. It was found that after the end of Second World War when many fascists were purged, Paolo Maino was protected by the church and no less than the Vatican itself intervened in his case and all papers pertaining to him were there by transferred to the Vatican! It was furthermore established that one of the more mysterious uncles of Paolo Maino worked for the super secret intelligence organization of the Vatican, the Opus Dei. Paolo was a construction contractor and had little savings; he could not entirely afford the educational and other expenses of his children. This mysterious uncle; who was working for the Opus Dei and whose name had been deleted from all the intelligence files; sponsored Antonio Albina Maino’s education in Cambridge in the 1960’s.
During her stay in Cambridge Miss Antonio took an “unusually high degree” of interest in the activities of groups concerning students of Indian Diaspora much before she met Rajiv. In fact, their first meeting took place in the presence of other Indian origin students and not in a Greek cafe as widely reported later. But throughout all of this she continued her association with the church and its activities and was in constant touch with “certain sections of the Vatican” which were previously also associated with the fascists. When Indian intelligence officials later questioned one of Miss Antonio’s close associates during her stay in the Cambridge, he described her relationship with the Vatican as akin to “umbilical cord”. All of these titbits were filed by many field officers of various intelligence agencies over a period of years but most analysts in the intelligence parlays of India termed them as “innocent” at worst and “needs evaluation” at best. Of course one can always concede that the analysts of that era lack the luxury of retrospective analysis as we do have now, there was definitely some lax attitude shown by these analysts in trying to decipher these events. Thus one day in 1968, after 3 odd years of courtship Mr. Rajiv Gandhi and Miss Antonio Maino; the daughter of former Fascist soldier, Paolo Maino; were married in Delhi. Miss Maino then became Mrs Sonia Gandhi for all intentions and purposes and the stepping stone to her destiny was covered with roses.
Scenario 2: Event 1, June 23rd 1980
The first player in the political theatre to have been eliminated and also the most important first link to the series of events that led to the present dispensation in the corridors of Delhi. Circumstantial evidence in the June 23rd 1980 Sanjay Gandhi air crash near Safdarjung airport points to foul play but let’s not get sucked into those futile arguments that have been raging ever since. Just suffice it to say that the single-member enquiry commission headed by Mr M L Jain which was formed to study the circumstances that lead to the plane crash has never submitted any report what so ever to the government in 3 decades. Now isn’t that fishy?…
Scenario 3: 1984, the assassination of Mrs Indira Gandhi
It was one of those events in the young life of a nation that can be termed as a defining moment in history. At the outset it was a clear case of Khalistani fundamentalists avenging operation blue-star, but there were many characters at the periphery and many events preceding it which raised many an eyebrow in the intelligence communities of the world. This was also that one colossal event that catapulted the young Mr Rajiv Gandhi, a novice in politics, to the highest seat of power in South Asia and Mrs Sonia Gandhi was now the next in the line of succession by the virtue of being his wife…
Scenario 4: 1991, the assassination of Mr Rajiv Gandhi
When Mr Rajiv Gandhi was assassinated in Sriperumbudur on 21stMay 1991, it did come as a shock to the intelligence community in India but it would be false to suggest that we had absolutely no clue about it. Tamil Tigers animosity towards Mr Rajiv Gandhi was by no means a universally accepted fact in the intelligence circles and yet there were “elements” in the establishment who had assessed the risk factors from time to time. Many analysts had pointed out way back in 1985 (when Rajiv first tried to establish channels to tigers) the unpredictable nature of the leadership of LTTE and their perceived closeness to “certain” European and Western intelligence agencies. Mr Rajiv Gandhi was more influenced by a section of foreign policy analysts and he paid little heed to whatever little reservations the Indian intelligence agencies had vis-à-vis Tamil Tigers. I must confess that intelligence community in India did not really cover themselves in glory in this whole episode, because it might come as a surprise to most readers to know that we had threat perception for Mr Rajiv Gandhi from many other quarters like Sikh separatists, Islamic (Pakistani funded) militant groups, Chinese sponsored mercenaries and even rogue KGB agents, but had very few inputs and analysis about Tamil Tigers! That was a grave error to say the least. Due to myriad intelligence inputs and even more complex analysis the enquiry following the assassination was mired in many ideas and was muddled in too many complexities.”
Based on this information which looks credible doing the rounds,LTTE was unhappy with Rajiv Gandhi who was opposed to LTTE.
The plan to murder Rajiv Gandhi was hatched in a Paris Hotel in 1991.
Bofors would not leave Quatrocchi.
For both LTTE and Quatrocchi ‘Rajiv Dead’ was the solution.
So a conspiracy was hatched in a Five Star Paris Hotel among Anton Balasingham of LTTE and Quatrocchi.

How The Killing Unfolded.
On the day of his Assassination Rajiv Gandhi was in Vishakapatnam. Rajiv was campaigning for his fond candidate Uma Gajapati Raju. Rajiv was enjoying the campaigning. Rajiv was in no mood to leave Vishakapatnam, on that evening.A Trio of Congress Busybodies including P.V.Narasimha Rao made frantic Phone Calls from New Delhi urging Rajiv to leave Vishakapatnam and fly to Chennai. Rajiv keen on spending the night at Vishakapatnam, tried avoiding to go to Chennai. Rajiv made an excuse that his aircraft was not in perfect order. The Congress Busybodies of Delhi got the Aircraft speedily checked, repaired and told Rajiv that it was ready. The Congress Busybodies forced a reluctant-to-leave-Vishakapatnam Rajiv, to fly from Vishakapatnam to Chennai enroute to Sriperumbudur in Tamilnadu.Rajiv flew to Chennai and went by road to Sriperumbudur. As soon as the cavalcade of cars of Rajiv and the Tamilnadu State leaders accompanying Rajiv reached Sriperumbudur, Rajiv got out of the car and walked through the crowd to the Dias.When any national leader visits any part of the country then the moment the leader gets down from the Aircraft, the entire State Leadership of his Party surrounds him. The State Leaders stick to him through out the Visit until he gets back in to the Airport. If a Photograph is taken at any given minute of the visit, the Photo will contain the National Leader and the Top State Leaders. Whether it is Vajpayee, Advani, Rajnath Singh, Sonia or any national leader the scenario is the same. Every Photo Frame will consist of the National leader being surrounded by State Leaders.When Rajiv alighted at Sriperumbudur all the state Leaders were there. President Kalam has showed his secularism in the Afzal Gurus hanging case in his interview to NDTV. Why should he not react on this issue?
Quattrocchi in Lok Sabha for assassination of Rajiv Gandhi Raising the matter during Zero Hour in Lok Sabha, BJP leader V K Malhotra and SP`s Ramji Lal Suman said the conspiracy was hatched by Italian businessman Quattrocchi and LTTE`s intelligence chief Anton Balasingham in a five-star hotel in Paris.
(1) According to politicsparty.com, French intelligence agencies were in possession of documentary evidence that the LTTE, Italian businessman Ottavio Quattrochchi and several Congress Party bigwigs colluded to have Rajiv Gandhi eliminate.
(2) LTTE and Quatrocchi believed that Rajiv and his Congress were not winning the 1991 elections, and therefore, panicked. According to the website, Quattrocchi felt that as long as Mr. Gandhi was alive, the scam would remain alive. If Rajiv were dead then the Bofors Scam would die.
(3) Quattrocchi therefore met Balasingham in
Paris and was also in touch with arms dealer Adnan Khashogi. The website said that the entire meeting and conversation between Quattrocchi and Balasingham was recorded by the French intelligence agencies.
(4) According to the website, on the day he was assassinated (May 21, 1991), Rajiv Gandhi was reluctant to leave Vishakapatnam for Chennai and then to Sriperumbadur. But some Congress leaders had convinced him to undertake the journey, which eventually killed him.
(5) When Rajiv alighted at Sriperumbudur all the state Leaders were there. However, each of the Tamilnadu State Leaders suddenly decided to keep away from Rajiv.
