Official defense by the Congress party of Manmohan Singh is very weak and low.
Manmohan Singh was exposed as a weak PM ( as though he were not one before) during the current Anna Hazare Fast.
Rahul Gandhi comes out with the proposal of Constitutional Amendment,not Pranab Muherjee ,not Chidambaram not Manmohan Singh.
As soon as he comes out with this proposal,Congress strikes a conciliatory note and offers a truce to Anna Hazare Movement.

What better tome to bring in Rahul Gandhi,with limited ,yet sufficient time for next General Elections, by projecting Rahul Gandhi as the PM, who has solved the tricky issue of Corruption?
TRAI declares now that it has never recommended neither auction or increase in the entry fee of Telecom Spectrum between 2007 and 2009.
It also states that ‘it is not possible to “predict with certainty” the precise value of spectrum that could have been earned from the auction of telecom waves.’
So does it imply TRAI has approved of Raja‘s policies?
‘ Telecom regulator Trai’s new 2G spectrum pricing parameters issued on Wednesday confirm an enormous loss to the nation on account of the spectrum sale in 2008 at 2001 prices. It also flies in the face of the government’s efforts to undermine the CAG report.
A detailed analysis by four experts for Trai shows a loss of about Rs 1.24 lakh crore — which is about 30% short of the Rs 1.76 lakh crore loss estimated by the CAG on the basis of last year’s 3G auction prices. But it is double the three other loss estimates of the CAG — Rs 57,666 crore, Rs 67,364 crore and Rs 69,626 crore, which were based on subsequent stake sales by Swan and Unitech and S Tel‘s offer to DoT to buy spectrum.-ET 11 Feb,2011.
Anna Hazare has done a great job in pressuring the Government the way he did, albeit he was about to carry his act to the extreme thereby paving the way for the Government to wiggle out.
On the other hand the Government did well to accede to his point that Citizen’s Charter with timeline( which l advocate in my earlier Blog
(‘Citizen’s Charter defining Time Frame for tasks in Public offices.
Team Anna is Right and the Government should fix the time frame and agree on a fine, which can be deducted from the salary of who handle these files.
The Government is silent on the modalities which was a bone of contention between the Government and Team Anna.

The Government is correct in stating that the States have to establish Loayuktas wherever they are not and the Central Government has to await the States Compliance as ours is federal setup.
Alternately the entire Bill has to be made as a constitutional Amendment and even in that case the time factor shall be there, that is, it can not be done right within the session of the Parliament.
Team Anna has to heed to established norms.
They may indicate to the Public the time factor involved taking into account these factors and probably announce a probable date for completion of this process.
As far as bringing in all the employees under Lokpal(including the lower cadre),this involves about 40 lakhs of Employees and it will require a massive structure to administer Lokpal at this level.
The lower cadre corruption may be tackled by the existing Laws themselves;if warranted, the department/Department head may be impleaded as the co-respondent.)
Lokpal will be set up at the Center and States-No time frame mentioned.
Finally Anna and Team have agreed to referring their demands being referred to the Standing Committee.
Any Bill of this importance has to be referred to the Standing committee ,which, then has to invite opinions from the Public, incorporate them and present the Draft Bill in the Parliament.
I fail to understand why Anna Hazare and his team are objecting to this procedure, especially they have with them Bhushan Duo and Santosh Hegde, who know law.
The Government is right in asserting this point.’)
It is a win for all where both sides must trust each other.
If the Government reneges the agreement, it will have disastrous consequences for the Congress party and the Nation.
For the time being Congress seems to have emerged unscathed.
Disappointing is the show of Opposition parties, especially the BJP, which was not assertive enough on this issue and seemed to be in two minds as to whom to support despite soundbites on TV.

Correspondence between the Prime Minister Manmohan Singh‘s Office (PMO) and Private Secretary seems to indicate that the PM knew of 2 G License allocation details which the PM,Home Minister and the Congress have been denying all along.
Raja has been insisting that he was following the norms laid by the Government for the issue of 2 G Spectrum allocation and that the Prime Minister was apprised of the action being taken by him.

This brings us to the original issue raised by Dr.Subramanian Swamy at the first instance that the whole 2G was happening with Congress Party’s connivance with the DMK and he indicated in an interview to a Tamil Magazine that the real share of the spoils was to the order of 70% to Sonia Gandhi,30% to the DMK and 10% to Raja.
However, Raja seems to have received more than what he has declared(!?) to his party,DMK and the Congress and has allocated himself the undeclared amount .
