Setting this aside, even within the legal ambit of the GDQ, TEHELKA’s investigation shows that many of the allotments in Karunanidhi’s tenure have violated the rule book. Many bureaucrats and their relatives have been given plots or flats under the category of “social worker”. Some of these last did social work when they were in college; many of them claim to be volunteers in such routine activity as helping in blood donation or eye camps. Many have issued certificates to themselves; some have acquired letters from the Lions and Rotary Clubs with vague endorsements. In other violations, the rules say that no one who has any other land or property in Tamil Nadu or any other capital city, in either their own or spouse or minor children’s name, can apply for GDQ allotments. TEHELKA found this is routinely violated.
The other brazen violation lies in the claim of “unblemished” service records as a qualification for allotment. When RTI activist V Gopalakrishnan sought a list of such bureaucrats, Additional Secretary S Solomon Raj said, “As no unblemished government servant certificates are issued, the question of furnishing a list of names does not arise.” The additional secretary also clarified that the home department didn’t have such a list. This is the phantom category under which many public servants like Jaffar Sait, 1986 batch IPS officer, now Inspector General of Police–Intelligence, got large allotments of land in prime locations. Why them more than hundreds of others? That’s a democratic question the chief minister will have to answer.

The judge had also sold a property he owned at Pazhavatthankattali village near Kumbakonam. The land was purchased in 1991, a house was constructed on it in 1992 and sold in 2009. He had also sold the landed property of his wife in 2009.

In a frank chat, Umashanker talks about how the government discretionary quota has been misused. Excerpts:
Why are bureaucrats, judges, former judges and politicians given housing plots in posh localities under government discretionary quota?
Who can refuse a good piece of land in Chennai city? It’s a way of rewarding people for good work done. No inquiry has been conducted in this matter so far. Discretionary quota is the prerogative of the government. After RTI came into existence, several activists are taking up the matter in court. Basically, there is no control mechanism or checks and balances. There is little transparency while awarding the GDQ — the plots are allotted without formal applications.
You were also allotted a plot in 2008 under the ‘unblemished government servant’ category. What happened to the allotment?
Yes, I was allotted a plot in Thiruvanmiyur Extension. Initial payment for the plot was Rs. 25 lakh. I never had that much money. So I requested the government to reduce the price. But there was no response. I did not want a house to compromise my integrity. So I never took possession. Later, in 2009, the government ordered a vigilance inquiry against me and cancelled the allotment. Frankly, I was not aware about the TNHB rules that bars a person having a plot, a flat or a house from claiming another plot.
Do you think the GDQ quota is a way of silencing people, buying them out?
Yes, it is a way of making you a part of the syndicate. Plots or flats are given to those civil servants, judges or relatives of the bureaucrats or politicians for complying with certain requirements. There is no procedure for IAS or IPS officers to get a land or plot or flat in a transparent manner. So everybody uses short cuts.
The commission report concluded that every possible method was employed to siphon off public money. The rulers were resorting to ‘ scientific corruption,’ the report noted.

Story:
It is said Chief Minister M. Karunanidhi gets Rs 45 lakh for every movie script. That he chose to make an asset disclosure when Ilaignan, his 75th film as writer, is due for release has been seen as the tactic: it was to distance himself from the spectrum scam. The Radia tapes have his third wife Rajathi talking about the purchase of a Rs 300-crore building in Chennai.
In a 10-page emotion-tinged letter to DMK party workers released last week as a response to allegations of amassing wealth in the spectrum scam, Karunanidhi said: “I have already willed my house at Gopalapuram to be converted into a hospital for the poor. Apart from this, I have no other immovable property in my name nor have I added to any of my acquisitions in my long public life.” Referring to Sun TV Network getting consolidated under Kalanidhi Maran after the death of his nephew and former Union minister Murasoli Maran, the DMK leader said when the business was restructured and his family members withdrew from it, he was given Rs 100 crore” (as disinvestment proceeds), of which Rs 22.50 crore was paid as income tax and the remaining Rs 77.50 crore shared by his sons and daughters. “My share was Rs 10 crore, of which Rs 5 crore was placed in a fixed deposit,” he said.
In November 2008, however, when Sun TV vacated the DMK building on Mount Road, Karunanidhi wrote to party workers, explaining the rift between him and the Marans, and revealing that the family got Rs 100 crore when his wife M.K. Dayalu offloaded her stake in the group. The next day, Sun TV Network Chairman Kalanidhi Maran told the press it was at Karunanidhi’s insistence that the group was restructured. He said charges were being levelled against them by Karunanidhi at the “instigation of selfish elements” in the family.
Now, the Radia tapes have revealed a new slant to the whole story of Dayalu’s Sun TV stake. It emerges from one conversation about the Sun TV deal that “Maran paid Rs 600 crore to Dayalu, Stalin’s mother”. The Red Herring prospectus filed by Sun TV Ltd with the Securities and Exchange Board of India, however, says Dayalu was holding 5.75 per cent of the shares. The total number of equity shares in her name as per the prospectus is 1,15,000. They were transferred on October 28, 2005 at Rs 3,173.04 per share, the document says. The total value of the shares is thus Rs 36.48 crore.
And that’s where the arithmetic has question marks: How much did the Karunanidhi family get from the Marans in the Sun TV deal: Rs 100 crore as Karunanidhi says, Rs 600 crore as the Radia tapes say, or Rs 36 crore as the Red Herring prospectus indicates?
It will be safe for him to be under judicial custody. New Delhi In a sensational development, two undertrials today told a Delhi court that they were allegedly pressurised by Tihar jail officials to kill two Commonwealth Games officials lodged in the high security prison.
Chief Metropolitan Magistrate Vinod Yadav sought a detailed report from the Station House Officer of Hari Nagar police station on December 24.
The application filed by Nishant and Amit, who are facing trial for murder, claimed that they have been under pressure of the Tihar jail officials to eliminate two of the three CWG officials who are in judicial custody.
They have sought security in the wake of “threats” by the jail officials.
Three former top Organising Committee officials T S Darbari, M Jayachandran and Sanjay Mahendroo are in judicial custody in Tihar jail.
Darbari and Mahendroo were arrested on November 15.
Jaychandran is in custody since November 21. All of them are facing corruption charges.
Nishant and Amit submitted they have been recently shifted from an ordinary prison cell to the high security cell where the CWG officials are lodged.
One of the former official members of the very unpopular CWG scam 2010, TS Darbari wants to play safe and is blaming the former CWG Organizing Committee Chief, Suresh Kalmadi and the former Deputy Director General, Sanjay Mohindroo for the scam regarding the AM Films.
