Even then there was confusion whether it was a Civil Guard and the doubt still lingers still, ffueling the Conspiracy Theory.
The FBI had these suspects under their radar and Russia sought FBI’s help in 2011.
The following is a part of a statement made by the FBI.
Once the FBI learned the identities of the two brothers today, the FBI reviewed its records and determined that in early 2011, a foreign government asked the FBI for information about Tamerlan Tsarnaev. The request stated that it was based on information that he was a follower of radical Islam and a strong believer, and that he had changed drastically since 2010 as he prepared to leave the United States for travel to the country’s region to join unspecified underground groups.
In response to this 2011 request, the FBI checked U.S. government databases and other information to look for such things as derogatory telephone communications, possible use of online sites associated with the promotion of radical activity, associations with other persons of interest, travel history and plans, and education history. The FBI also interviewed Tamerlan Tsarnaev and family members. The FBI did not find any terrorism activity, domestic or foreign, and those results were provided to the foreign government in the summer of 2011. The FBI requested but did not receive more specific or additional information from the foreign government.'(heavy.com)

Dzhokhar Tsarnaev, aka the Boston Bomber, aka Suspect Number 2, aka “White Hat,” is in custody
According to one of the officials, an airline misspelled Tsarnaev’s name when it submitted the list of passengers on Tsarnaev’s flight to Russia in January 2012. Airlines are required to provide the U.S. government with a list of passengers on international flights so the U.S. can check their names through government databases, including the terrorist watch list.
Now the US is reaching out to Russia for clues!
It is difficult to find out and trace a Sleeper cell when it comes alive suddenly, one must admit.
It is because of a slender lead which can be described as Providential the Boston Bombers could have escaped undetected.
The fact that they have used very crude Devices and not sophisticated ones, they could have easily caused a Mayhem.
This and the fact they are grassroots level operatives of the AlQaeda was why they did not succeed as they wished to be.
But I have a nagging doubt whether this attack was a ‘Red Herring’ for something else.
I am curious as to why there is no is no coverage of Texas Fertilizer Plant which was very severe and the reasons for the blast are not very clear.

Mr. Tsarnaev, I am Magistrate Judge Bowler. This hearing is your initial appearance before the Court. We are here because you have been charged in a federal criminal complaint.
At this hearing, I will advise you of your constitutional and legal rights. I will tell you about the charges against you and the penalties that the Court could impose if you are found guilty.
You have been charged with (1): Use of a weapon of mass destruction, in violation of 18, United States Code, Section 2332a(a); and malicious destruction of property resulting in death, in violation of 18, United States Code, Section 844(i).
Mr. Weinreb, what are the maximum penalties?
MR. WEINREB: Your Honor, the maximum penalty on each count is death, or imprisonment for any term of years, or life.

India ,Nepal and France had been hit by Pressure Cooker Bombs between 2002 and 2004.
Pressure cooker Bombs were used in Mumbai Terror Attack.
In 2004, the Department of Homeland Security (DHS) was concerned enough about pressure-cooker bombs to issue an alert to federal and state security officials: “A technique commonly taught in Afghan terrorist training camps is the use/conversion of pressure cookers into [improvised explosive devices],” the bulletin warned.
That bulletin cited several plots from 2002 to 2004 to use pressure-cooker bombs in France, India and Nepal. But more recently there have been at least three other instances of would-be terrorists in the West, all of them Islamic radicals, in possession of pressure cookers for reasons that seemed not to involve having friends over for dinner. One was an Army private linked to the 2009 Fort Hood shooterNidal Hasan, who had reportedly been taking bombmaking tips from al-Qaeda’s short-lived (literally) online magazine Inspire and had various weapons and explosives along with his cooking pot. (The magazine reportedly recommended pressure cookers as explosive devices.) A 2010 suicide bomber in Stockholm had rigged a pressure-cooker bomb that failed to detonate. And as a newer DHS warning about the kitchen devices noted, the failed 2010 SUV bomb in New York’s Times Square was a pressure-cooker device containing 120 firecrackers. The same DHS memo refers to a March 2010 bombing with a pressure cooker at a Western Christian aid agency in Pakistan that killed six people.
Nor do these devices require much money or special training. As DHS put it in 2004:
Typically, these bombs are made by placing TNT or other explosives in a pressure cooker and attaching a blasting cap at the top of the pressure cooker. The size of the blast depends on the size of the pressure cooker and the amount of explosive placed inside.
Pressure-cooker bombs are made with readily available materials and can be as simple or as complex as the builder decides. These types of devices can be initiated using simple electronic components including, but not limited to, digital watches, garage-door openers, cell phones or pagers. As a common cooking utensil, the pressure cooker is often overlooked when searching vehicles, residences or merchandise crossing the U.S. borders
I have posted whether the Boston Bombing was a ‘False flag’ operation and I opined that it is not a fake attack to divert people for political ends.Now more information is pouring in with some of the Government Agencies putting out News Stories contradicting the initial investigation base.
Initially there were Reports that there could have been four suspects, it had become two now and no explanation on the other suspects,except a vague mention about one Saudi Businessman being interrogated and cleared.
Fact is that none of these conspiracy have been proved false completely.

While Northern Command, the U.S. military’s combatant command responsible for defending U.S. soil tells Killer Apps it has not sent any troops to Boston, local National Guard units were on scene during the bombings at the Boston Marathon yesterday.
In particular, the Massachusetts and New York National Guards had deployed their Civil Support Teams to the marathon. (It’s worth pointing out that the fact that so many well trained first responders were already on hand may have played a role in keeping the death toll relatively low.)
CSTs, as they are known, are National Guard units that are specially trained and equipped to detect and respond to chemical, biological, or radiological incidents. Basically, they’re the first people a governor would call in the event of a WMD attack. These teams were on hand before the marathon even started, according to New York Guard spokesman Eric Durr, who says that such teams are deployed before most major events where public officials worry about the threat of a WMD attack.
“If a bomb goes off, they can check out the scene and determine whether or not there’s any other contaminants besides the explosive,” said Durr. “They come with a full suite of detection gear, communications equipment, and we generally deploy them in teams of two or three vehicles. Of course they’re onsite anytime there’s a major public event” such as the opening of the UN General Assembly, the Masters Tournament, or NASCAR race…
The Massachusetts team was on duty during the running of the Boston marathon, augmented by similar civil support teams from the New York and Rhode Island National Guards.

Photo appears to show someone actually laying down a black backpack next to the Boston Marathon:(It looks like the window to his right is already blown out by a bomb. But the fact that he is furtively handling the backpack looks extremely suspicious.)
His clothing looks very similar to the gentlemen on the left here (remember that the photo below was taken in broad sunlight, and thus the colors are lighter):

The pants and boots look like the guys above. But the vests don’t. Perhaps – after the bombing – they changed out of their “low-key” jackets and into more officially-labelled vests in order to take an active role in evacuation efforts? We’re not sure.
But as many have pointed out, one of the guys dressed like a CST seems to be wearing a military contractor/mercenary patch for Craft mercenary or Blackwater or another mercenary company, and backpacks like the bombers’ backpack:
